Under SOLAS container mass rules, the shipper is responsible for providing the verified gross mass (VGM) of a packed container to the carrier and terminal according to the applicable process. Export packing companies may weigh cargo, record packaging material mass, stuff containers under contract, or support documentation. None of those activities transfers shipper legal responsibility unless the commercial parties explicitly redefine roles under the applicable legal framework, which ordinary packing quotes do not do.

Reject marketing language such as "SOLAS certified packer for VGM." Prefer precise role statements: packer provides component masses and stuffing records as contracted; shipper submits VGM. VGM is not phytosanitary control, not free volume design and not a crate stamp. ISPM-15 remains a separate wood packaging material measure: ISPM 15 requirements.

Method 1 and Method 2 process culture without false precision

Commercial practice describes two broad process cultures for obtaining VGM. Method 1 culture weighs the packed container on a calibrated scale. Method 2 culture calculates VGM from cargo mass plus packing materials plus container tare using processes acceptable under the applicable national implementation. Exact legal text and approved process details are jurisdiction-specific; RFQs should reference the shipper process, not a packer marketing label.

Packers supporting Method 2 culture must keep a mass breakdown that can be audited: net cargo, pallets and crates, dunnage and braces, free volume materials if significant, desiccant and barrier mass when material, and known CTU tare. Rounding rules and scale uncertainty should be agreed, not improvised at the gate.

A packing list is an identity and quantity document. It becomes a VGM support tool when each package line carries mass consistently and when container summary sheets roll those lines up with packaging materials and tare. Inconsistent units, missing case masses and unlisted dunnage create gate delays and stow risk. Keep package IDs identical between physical marks, packing list and photo index.

When packers stuff containers under contract

On-site or pack-house stuffing creates the packed container that VGM describes. Packers should record container number, seal number if applied under their scope, stow photos, residual void control and any last-minute dunnage added after the packing list was printed. Last-minute timber without mass update is a classic Method 2 failure mode.

CTU tare errors that corrupt VGM

Using the wrong container type tare, a painted-over plate, or a sister unit number destroys Method 2 culture accuracy. Process should capture the actual container number and tare from the unit in use, not from a booking assumption made weeks earlier. Special equipment such as flat-racks and open tops have different tare profiles; OOG programmes must not reuse dry-van tare habits.

Heavy equipment programmes often combine one or more OOG units with FCL spares. Each packed container needs its own VGM process. Multipiece plant moves generate large packing lists; mass errors compound when satellite crates are added late. Photograph and weigh or calculate late crates before doors close. What is your SLA for delivering mass data before cut-off? Will you claim SOLAS certification for VGM? The last answer must be no; the previous answers must be written. Buyers who accept badge language without a data process still miss cut-offs.

Scale and uncertainty

Practical notes on weighing and calculation uncertainty

Industrial programmes should use calibrated scales where Method 1 culture applies, and documented calculation rules where Method 2 culture applies. Partial weights of modules must include packing state (with or without crates). Do not mix dry machine mass with packed mass without labelling the state. When OEM nameplates are used, record that basis and any known modifications. Uncertainty is managed by process discipline, not by inventing false precision to three decimal places on a guess.

Non-container modes

When VGM does not apply but mass data still does

Breakbulk and some heavy-lift modes do not use the container VGM process the same way, yet mass and COG data remain mandatory for lift plans and vessel securing. Do not paste SOLAS VGM language onto pure breakbulk documents. Do keep mass engineering. Conversely, do not drop VGM discipline for containerised spares that travel with a breakbulk main unit.
