What ISPM-15 is and is not

ISPM-15 regulates solid wood packaging material (WPM) used in international trade to reduce the risk of moving timber pests. In practice that means pallets, crates, boxes, skids, cases and dunnage made of solid wood above the thickness threshold are treated and marked under approved programmes. The official mark includes the IPPC symbol, country code, producer facility code and treatment code such as HT.

ISPM-15 is not a definition of seaworthy packaging. It does not size desiccant. It does not specify multimetal VCI grades. It does not prove a crate base is stiff enough for a given centre of gravity. Those are separate engineering jobs that sit beside phytosanitary compliance.

How quality teams read the IPPC mark

A usable mark is legible, permanent and complete. Inspectors look for the IPPC graphic, the two-letter country code, the facility identifier and the treatment code. Dunnage may use specific marking practices under the standard. Missing, painted-over or incomplete marks create holds. Buying “heat treated looking wood” without a proper mark is not compliance.

Complete the export pack around the crate

Immobilise the cargo so ship motion does not tear free volume. Close multimetal VCI free volume on bare faces after dry clean. When sealed life includes multi-week ocean humidity, add aluminium barrier free volume and sized desiccant. Apply handling symbols and issue a packing list that matches case IDs. Organisational ISO 9001 and ISO 14001 systems support consistent production; they do not replace the wood mark or the climate method note.

Does ISPM-15 stop rust or container rain?
No. It controls pest risk in solid wood. Corrosion and condensation need free volume, barrier and desiccant design.

Is heat treatment the same as kiln-dried marketing claims?
ISPM-15 HT is a defined phytosanitary schedule with marking. Generic dry lumber claims without the mark are not the same control.

Both can be treatment paths under programmes that still allow them. Many supply chains specify heat treatment. Confirm destination and buyer rules.
Does plywood always need ISPM-15?
Many processed wood constructions fall outside solid-wood WPM rules, but construction and destination practice must be confirmed.
Can repaired crates keep the old mark forever?
Repaired or remanufactured solid wood packaging may require re-treatment and re-marking. Inspect and verify before reuse on export.
