ISPM-15 requires solid wood packaging material in international trade to be treated under an approved phytosanitary method and marked so inspectors can verify compliance. The two treatment families most often discussed in commercial export packing are heat treatment (HT) and methyl bromide fumigation (MB). HT heats wood so the core reaches the standard profile (commonly expressed as a minimum of 56°C for 30 minutes at the core under the HT schedule used for ISPM-15). MB is a fumigant gas treatment applied under controlled conditions by authorised systems. Many shippers and timber suppliers prefer HT for operational, residual and policy reasons, but the legal requirement is compliant treatment and a legible official mark, not a marketing preference alone. Always follow the current ISPM-15 text and the destination country’s implementation.

Solid wood can harbour pests that travel with international cargo. ISPM-15 exists to reduce that plant pest risk for wood packaging material (WPM) such as pallets, crates, boxes, skids and dunnage. Treatment is a phytosanitary control. It is not a structural strength test, not a corrosion certificate, and not proof that a pack is seaworthy for moisture and salt air.
Phytosanitary goal: reduce pest risk associated with solid wood packaging in trade.
Commercial goal: clear destination inspection without holds, re-treatment or wood refusal.
Packaging goal: use only compliant timber so repairs and dunnage do not reintroduce untreated solid wood.
Seaworthy goal: place compliant timber inside a full system of structure, VCI, barrier, desiccant and docs.

Heat treatment is the most common commercial path for export crates and pallets. Authorised facilities heat solid wood so that the core of the wood reaches the required temperature for the required time under the approved HT schedule. In buyer language this is often summarised as a minimum core temperature of 56°C for 30 minutes. Kiln drying used for moisture content control is not automatically the same as ISPM-15 HT unless the process is run and documented as an approved phytosanitary heat treatment.
Some implementations of the ISPM-15 framework also recognise dielectric heating (mark code DH) under authorised conditions, for example microwave-based systems meeting the standard’s dielectric schedule (commonly discussed as achieving at least 60°C for the prescribed time under the dielectric annex rules for eligible wood dimensions). Commercial RFQs still most often specify HT. If a buyer or country calls out a specific treatment code, match the authorised mark and process exactly rather than assuming all heat methods are interchangeable on paper.
Methyl bromide fumigation is an approved phytosanitary treatment path under the ISPM-15 framework when applied by authorised systems to the prescribed schedule. Wood packaging is exposed to fumigant gas under controlled conditions so that pests are controlled to the standard’s treatment requirements. The official mark typically shows the treatment code MB.

Inspectors do not open every board for a lab test on the dock. They look for a legible official mark that shows the packaging was produced under an authorised system. In practical buyer language, a complete mark story includes:

The port does not care which treatment you prefer in marketing copy. It cares that every solid wood packaging piece is treated under an approved method and carries a legible IPPC mark. Repair bins and wild dunnage are where HT programmes die after a perfect stamped crate leaves the wood shop.
