What ISPM 15 requires in practice
ISPM-15 is the international phytosanitary measure for solid wood packaging material (WPM) used in trade. In practice, pallets, crates, boxes, skids, cases and dunnage made of solid wood above the thickness threshold must be treated under an approved programme and marked with a complete IPPC mark when destinations enforce the standard. The mark typically includes the IPPC graphic, country code, producer facility code and treatment code such as HT.
ISPM 15 requirements do not define seaworthy packaging, size desiccant, specify multimetal VCI grades or prove base stiffness for a given centre of gravity. National plant protection organisations (NPPOs) implement the measure through facility approval, audit and mark control. A buyer RFQ that only says "ISPM wood" without mark inspection, repair policy and solid-versus-processed construction still leaves goods-in teams guessing. Write the control as treated solid wood packaging material with legible IPPC marks on every regulated unit, plus a photo gate when the destination is high risk for holds.
